Robert James Frazer was born in Newtown, Sydney, on 18 December 1925, possibly the son of Robert Frazer.

Robert James Frazer was living in Newtown when he enlisted in the Royal Australian Air Force on 19 September 1944. He was a Leading Aircraftman with the 2nd Personnel Depot Staff when he was discharged on 2 July 1946.

Local government service

Frazer was 23 years old when he was elected Alderman for Phillip Ward and the Municipality of Darlington on 4 December 1948. He served until 4 December 1953. He was a member of the Works Committee, 1949-50, the Health and Recreations Committee in 1949, the Finance Committee, 1950-53 and the City Planning and Improvements Committee, 1950-53.
