Coulton was elected to Council in 1999. She was Chair of the Cultural and City Care Committee, and Deputy Chair of the Community Services, Small Business and Tourism Committee, and the Transport Committee. She was elected Deputy Lord Mayor on 7 April 2003 when her Living Sydney Party colleague Lucy Turnbull was elected Lord Mayor. She later joined the Sydney Independents.
