Family background
Francis James Edward (Frank) Gilmore was born on 15 November 1879 at Sydney, the son of Malachi Gilmore and Bridget Halloran. His brother was Joseph Malachi Gilmore. He lived at 74 Pitt Street, Redfern. Gilmore died 16 September 1954, aged 74 years, at Lewisham, NSW, and was buried in the Catholic Section of Waverley Cemetery.

Francis Gilmore, an independent alderman, was very active in community affairs, resulting in his election as a Redfern alderman for 25 years.

Gilmore was a justice of the peace (JP).
Honours & awards
Gilmore was created a Knight Commander of the Order of St Gregory by Pope Pius XI in 1934.
Local government service
Gilmore was first elected as an alderman for Belmore Ward in 1922. He served four terms: 1922-25, 1927, 1929-37, 1941, 1945-47.
